I will try to explain based on some assumptions about your problem:
1. If you do not use ATT you will need to unlock your phone.
2. If you use ATT and you got your iPhone from someone else you need to bring it to ATT for activation, i.e they will give you new SIM card and then you will activate your phone at home using iTunes.
if you do not want to do it, you can jailbreak your phone and activation will not be required.
Hope it helps. Keep in mind if you take it to ATT you will be required to subscriber $30/month data plan

u can activate it through itunes and pay $20 for 1st generation, $30 for the 3G (2nd gen.) every month for the data plan

If you are a valid AT&T iPhone user, all you need to do is install the latest version of iTunes from itunes.com. Plug your iPhone in to the computer via USB and follow the instructions in iTunes to activate the phone over the internet.
If you need to use this iPhone with a different carrier then it needs to be unlocked. If you need to unlock your phone you can find all the resources you need at iPhone-Hacks.com
